The Manufactured Homes Amendment Bill 2024

AMHO notes that these amendments seek to change the MHRP to improve consumer protections in residential parks balanced with reasonable industry viability. However, most will be largely ineffective given the continued imbalance of power in the relationship between the Park Owner and the Home Owner.  These are the views expressed in our submission to the Committee (see below) which will report back to Parliament on 10 May 2024 following hearings providing the opportunity for key stakeholders to address them with concerns about the proposed amendments.

Rent Increase Recommended Amendments 2022

This submission outlines the relevant topics already addressed previously as concerns by AMHO and Manufactured Home Owners under the Manufactured Homes (Residential Parks) Act 2003. Focus will be about immediate suggested amendments required for residents living in a residential park or resort relating to affordability rental rates for home owners and profitability for park owners. The Amendments made to the ACT and passed under royal accent in 2017 and 2019 provided a power inequity in favour of the corporate park owners and failed to address the Main Object of the ACT: Manufactured Homes Residential Parks Act Division 2 Objects of Act and relationship with FTI Act Number 4. CPI Moratorium Submission

“It’s no secret that there is a gross imbalance of power between Manufactured Home Park Owners and the Home Owners who are residents living this reality. A Major Shake Up Of The Industry

On the 9th of July 2017 our Premier made a statement regarding the need for “a major shake-up of the industry” and from Minister de Brenni that “People have invested significant amounts of money and pay significant fees to live in these villages and manufactured homes. They have a very real right to be heard.” It is now 2022 and the many problems reported by Advocates and Residents in 2017 to the Government and the Housing Department are unchanged, unfortunately not heard or acted upon and AMHO asks – why not?
